The Planning & Development Department  at the City of Kingston is responsible for reviewing and providing a recommendation to Council regarding development applications. The timely processing of applications requires co-operation from and co-ordination with numerous internal and external stakeholders, including the applicant. Kingston Economic Development can assist companies in navigating this process.

Development Charges and Impost Fees

The City of Kingston, like all Ontario municipalities, has City-wide Development Charges for municipal services (e.g. roads, parks, libraries) and Impost Fees for water and waste water services within the Urban Service Area.

As of September 29, 2014, industrial and research facilities are exempt from both Development Charges and Impost Fees. This change was made to encourage industrial development within the City of Kingston.
